Important

Mention ≠ blame.

A name appearing in a speech does not enter the blame counter. We count only records coded as a specific attribution, historical blame or political attack. “Current consequence” is the strictest category: the statement connects an earlier decision or person to a problem presented as continuing today.

What the counter does not claim

  • • It is not yet a career-wide total.
  • • Repeating the same argument does not mean a new underlying allegation.
  • • Modi's allegation is not automatically presented as historical fact.
  • • Generic “previous governments” records are counted separately and are never silently assigned to the Nehru-Gandhi family.

Attribution levels

Do not infer the family

“Previous governments”, “past governments” and “earlier Prime Ministers” are legitimate attribution records when Modi assigns responsibility to them. But they are not automatically Nehru, Indira, Rajiv or Rahul. Some earlier governments were led by Vajpayee, Deve Gowda, Narasimha Rao, Chandra Shekhar and others. The archive therefore keeps generic attribution in its own bucket and only maps a statement to a named person or Congress-led government when the source supports that identification.

Nehru's inflation example, brought back in 2026

Political attackInflation / economy

Modi again invoked Nehru's Korean War-era inflation explanation while responding to criticism of current supply disruptions.

The recurrence matters more than the target count: this is a documented repeat of a historical comparison, not evidence that Modi blamed Nehru for 2026 inflation itself.

Congress ruled for 60 years: Modi contrasts the previous era

Historical blameGovernance / political economy

At the NDTV World Summit, Modi said Congress ruled India for 60 years and contrasted its approach with the last 11 years of his government.

This is a broad Congress-era attribution. It should not be converted into a Nehru/Indira/Rajiv count because the statement covers the party's rule collectively.

Previous governments and the 'long-standing neglect' of agriculture

Current consequenceAgriculture

Modi described agriculture as having faced long-standing neglect under previous governments and contrasted that with his government's post-2014 approach.

A generic current-consequence attribution. It should remain separate from named-family counts.

'Your grandfather Nehru gave away' 38,000 sq km

Historical blameChina / national security

In Parliament, Modi attributed the loss of 38,000 square kilometres of Aksai Chin to the Congress and Nehru-era decisions.

The official Rajya Sabha synopsis records the attribution. The underlying historical responsibility is a separate question and should be investigated on the detail page.

The Indus Water Treaty as Nehru's 'massive blunder'

Current consequenceWater / national interest

Modi called the Indus Waters Treaty a massive blunder by Nehru and said the agreement was against India's welfare and the interests of farmers.

The official PM transcript explicitly connects Nehru's 1960 decision to present-day national and agricultural interests.

Previous governments and decades of Bundelkhand water distress

Current consequenceWater / governance

Modi said generations of farmers and women in Bundelkhand suffered because of misgovernance by previous governments and that earlier dispensations had failed to find a permanent solution.

This is a clear generic attribution of a present problem to previous governments, but it does not identify which governments. Keep it in a separate generic counter.

Nehru and the 'hiding' of Article 35A

Historical blameConstitution / Kashmir

Modi accused Nehru's government of introducing Article 35A through an executive order rather than parliamentary amendment and framed it as a constitutional wrong.

The statement is a historical attribution. The site's detail page should distinguish the factual history of the 1954 order from Modi's characterization of it.

Rajiv and the Shah Bano reversal

Historical blameConstitution / law

Modi said Rajiv Gandhi's government overturned the Supreme Court's Shah Bano judgment under vote-bank pressure and described it as another blow to the Constitution.

The legislative reversal is a checkable historical event; the political motive attributed to it is Modi's characterization and should be labelled as such.

Rahul's ordinance episode as a constitutional attack

Political attackConstitution / political rhetoric

In the Constitution debate, Modi cited Rahul Gandhi's public rejection of an ordinance from the Manmohan Singh government as part of a wider attack on the Gandhi family's relationship with constitutional institutions.

The episode is documented; whether it constitutes a 'constitutional attack' is Modi's political characterization and should be presented separately from the underlying event.

Nehru → Indira → Rajiv: a four-generation Constitution charge

Historical blameConstitution / family legacy

Modi presented a sequence in which Nehru began constitutional tampering, Indira continued it, and Rajiv strengthened it, then connected that history to Rahul Gandhi.

This is one of the clearest examples of a multi-generation blame narrative in the PM's own official transcript. Each historical event should remain separately verifiable.

The 'sin' of the Nehru-Gandhi family

Historical blameConstitution / political history

Modi accused the Nehru-Gandhi family of repeatedly damaging the Constitution and singled out Nehru's 1951 amendment, Indira's Emergency-era changes and Rajiv's Shah Bano legislation.

This is a sourced composite claim from the PM's own parliamentary speech; the archive should preserve each underlying event as an independent JUMLA.

Rahul as 'Yuvraj' in the reservation argument

Political attackReservation / election rhetoric

Modi said Rahul Gandhi was playing the same reservation politics he attributed to earlier Congress leaders and referred to him as Congress's 'Yuvraj'.

This is a current political attack built on a historical attribution to Nehru, Indira and Rajiv; it should not be merged into the historical blame count for those leaders.

Nehru, Indira and Rajiv 'opposed reservation'

Current consequenceReservation / OBC

Modi said Nehru, Indira Gandhi and Rajiv Gandhi opposed reservation and argued that the consequences were still visible in representation today.

This is a directly documented multi-target attribution. The historical evidence for each leader's position should be shown separately rather than treated as one undifferentiated family claim.

Indira and the Mandal Commission 'cold storage'

Historical blameReservation / OBC

Modi said Indira Gandhi kept the Mandal Commission report in cold storage for years.

Modi says Indira abolished OROP

Historical blameDefence / veterans

Indira and Jagjivan Ram's blocked premiership

Historical blamePolitical history

Modi said Indira Gandhi ensured Jagjivan Ram would not become Prime Minister after the Emergency, citing a book as the source for the allegation.

This is explicitly presented as a historical allegation based on a secondary source; the book and historical record should be displayed before any verdict is attached.

'Balak Buddhi' — Modi's parliamentary attack on Rahul

Political attackPolitical rhetoric

Modi used the phrase 'balak buddhi' while attacking Rahul Gandhi in Parliament and linked the opposition leader to a series of political allegations.

This is rhetoric, not a factual blame claim. It belongs in the political-attack archive and should never be counted as evidence that Rahul caused a policy problem.

Previous governments and neglected border districts

Current consequenceBorders / development

Modi said the policy of previous governments was not to develop areas adjacent to the border, and linked that policy to problems and migration among residents.

A generic previous-government attribution with a stated current consequence. It is not safe to map it to the Gandhi family without a narrower time reference.

Previous governments and the 40-year OROP delay

Current consequenceDefence / veterans

Modi said previous governments did not respect soldiers and that the Congress government had told soldiers for 40 years that it would implement One Rank One Pension.

The statement includes a generic previous-government framing and a more specific Congress attribution. It should count in the generic bucket and, separately, in a Congress-led-government bucket when the underlying record is coded that way.

Previous governments and lack of vision in electronics

Historical blameTechnology / manufacturing

Modi contrasted current electronics manufacturing with what he described as a lack of vision and outdated methods under previous governments.

Previous governments and the corruption/scam legacy

Historical blameCorruption / governance

Rajiv's 15-paise remark, used again for DBT

Political attackLeakage / DBT

Modi again invoked Rajiv Gandhi's 15-paise remark, using it to contrast Congress-era leakage with the government's DBT system.

This is a clear repeat of an established political line. It should feed the Repeat-O-Meter, not inflate the number of unique allegations.

Nehru's Korean War explanation for inflation

Political attackInflation / economy

Modi invoked Nehru's Red Fort explanation that the Korean War affected Indian prices, using it to answer contemporary criticism over inflation.

This is not a direct claim that Nehru caused today's inflation; it is a historical comparison used to defend the current government. It should not be counted as blame.

Previous governments and the Swaminathan report

Current consequenceAgriculture / MSP

Modi said previous governments had not implemented the Swaminathan Committee report for more than eight years and contrasted that with his government's implementation.

Emergency invoked again: 'authoritarian mindset'

Political attackPolitical history

Rajiv Gandhi as 'Bhrashtachari No. 1'

Political attackCorruption / election rhetoric

Modi contrasted the 'Mr Clean' image associated with Rajiv Gandhi with the phrase 'Bhrashtachari No. 1' during the 2019 campaign.

1954 Kumbh tragedy: Modi blamed the Nehru-era government

Historical blameGovernance / history

During the 2019 campaign, Modi attributed the handling of the 1954 Kumbh tragedy to the Nehru-era Congress government and alleged that the incident was suppressed.

A historical allegation that needs the contemporaneous record alongside Modi's statement; it should not be presented as established fact without that record.

Congress 'siphoned crores' in the past

Political attackCorruption / governance

Earlier governments 'saw with British glasses'

Historical criticismHistory / governance

At an INA event, Modi said post-independence policies had continued to see India through 'British glasses' and argued that leaders such as Bose, Patel and Ambedkar had been downplayed.

The '48 years of one family' comparison

Political attackGovernance / political history

Modi contrasted 48 years of rule associated with the Nehru-Gandhi family and the 2004–14 UPA period with the NDA's record.

Rajiv's '15 paise' becomes a Modi attack line

Political attackLeakage / corruption

Modi repeatedly used Rajiv Gandhi's famous 15-paise remark to ask where the rest of the rupee went under Congress governments.

The remark is used as an allegation of leakage/corruption associated with the previous system. It is a recurring rhetorical device, so repetitions should be counted separately from distinct allegations.
