Make in India would raise manufacturing's share of GDP from about 16% to 25% by 2022, creating 10 crore new manufacturing jobs along the way.
Manufacturing's share of GDP has stayed roughly flat since 2014: around 17–18%, peaking near 18.5% in 2021–22 and dipping to 16.9% the following year. That's nowhere close to 25%. In the decade since launch, the share rose by only about 2.7 percentage points total, and the government's own target date was pushed from 2022 to 2025.
