PM-KISAN would give ₹6,000 a year in direct cash support to farmer families, expanded in June 2019 to cover all landholding farmers nationwide, an eligible base of roughly 12-14 crore households.
Disbursement has consistently run below the eligible universe, and the gap has been widening rather than closing: the 22nd instalment, released in March 2026, reached about 9.32 crore farmers, fewer than the round before it. Landless and tenant farmers, an estimated 5-plus crore families, are excluded by design since eligibility is tied to land ownership records. More recently, mandatory e-KYC verification has cut off a further 1.12 crore farmers marked “ineligible,” a category that includes many who appear to be genuinely entitled but were caught by administrative and technical failures rather than an actual eligibility problem.
