“I am delighted that every single village of India now has access to electricity,” Modi tweeted, marking Leisang, Manipur as the last village connected to the grid.

All of India's roughly 597,000 census villages were certified “electrified” under the government's own criteria. But “village electrified” did not mean every household in it had a connection. By the government's own figures at the time, only about 13% of the ~36.8 million homes identified as unconnected actually had power. The gap was large enough that the government launched a dedicated new scheme, Saubhagya, right after this declaration, specifically to connect individual households, implicitly conceding the village-level claim didn't mean what the tweet implied.
